Challenge and Opportunity  behind Unsubsidized Rate 2008
As we know, there are many kinds of Rate was PLN behave to the costumers, that is:
1.    TDL 2003 (Electricity Basic Rate 2003)
2.    Program Pemasaran 2005 (Marketing Program 2005)
3.    Tarif Non Subsidi 2008 (Unsubsidized Rate 2008)
4.    Tarif Khusus Telkom/Telkomsel (Special Rate for Telkom/Telkomselsel)
The above condition constitute a challenge for us, because every new directive will impact or change existing business process. So we must learn and more learn to add  our knowledge about  all off Rate kinds and make the challenge become opportunity.
For case study :Recently, on medio of March 2008 our top management make directive about new Rate to our customers on bussines ,government and houses public class rate with 6600 Volt Ampere or above of power energy contract. PLN Behave 1380 Rp/kWh rate to the customers if their kWh consumption in a month exceed 80% of average national consumption. We call it Unsubsidized Rate 2008.
The challenge of Unsubsidized Rate 2008 that is like:
v  Hightly cost and many time to use of socialitation it to customers
v  Change customer information and biling  program at information system section
v  Knowledge transfer to employes at branch and sub branch class about new directive and rate calculation follow it
v  Highly costumers complain cause their electricity bill is increase than usually
Although there are many challenges on behave Unsubsidized Rate 2008 to customers like above, if we want and we must do it ,with together me can make it become opportunity.
The opportunity of Unsubsidized Rate 2008 that is like:
Ø  Can Increase gathering among employee, outsourching and unit management to succession that top management directive
Ø  Can Increase our rupiah incoming from selling electricity power
Ø  Can Decrease distribution to single digit
Ø  Can Increase our management performance
To know how Unsubsidized Rate 2008 can increase rupiah incoming, we will equal the electricity bill calculate of middle buissnes Rate with 16500 volt ampere electric power contract with consumption of kilo Watt hour is 1500, 3000, 6000, and 9000. base on three kind’s of Rate that is :
  • TDL 2003 (Electricity Basic Rate 2003)
  • Program Pemasaran 2005 (Marketing Program 2005)
  • Tarif Non Subsidi 2008 (Unsubsidized Rate 2008)

Look at above graphic we can conclude:
  1. On 1500 kWh consumption, Marketing Program 2005 give greatest rupiah incoming, Electricity Basic Rate 2003 and Unsubsidized Rate 2008 give same rupiah incoming.
  2. On 3000 kWh consumption, Marketing Program 2005 give greatest  rupiah incoming, Electricity Basic Rate 2003 give smallest  rupiah incoming
  3. On 6000 kWh consumption, Unsubsidized Rate 2008 give greatest  rupiah incoming, Electricity Basic Rate 2003 give smallest  rupiah incoming
  4. On 9000 kWh consumption, Unsubsidized Rate 2008 give greatest  rupiah incoming greatest, Electricity Basic Rate 2003 give smallest  rupiah incoming
So with collect customers kWh stand data in a month and analyze it, we can contribute to increase rupiah incoming from selling electricity power.
ü  If the average of energy consumption pattern ≤ 3000 kwh in a month we can behave Marketing Program 2005  to the costumers.
ü  If the average of energy consumption pattern  ≥ 6000 kwh in a month we can behave Unsubsidized Rate 2008 to the costumers.
Finally, come on with together we make the Challenge to be opportunity to increase rupiah incoming from selling electricity power.Thanks you.
